I would say that is probably an impaired proof coin. Pretty!

Maybe it's just me, but that luster doesn't look natural.

Are you able to get full obverse and reverse pictures? We can grade the coin better that way.

Lighting used in the photography will influence the 'color' of the coin's surfaces--especially if they are highly reflective.

Not a proof - just look at the rims. I'd say MS62 from the pictures.

Agree with the rim issue, but surfaces just don't look like MS.

It's definitely not a proof. Just a nice business strike. The obverse master hub was brand new in 1969 so a lot of well struck coins we produced.
The coin is nearly covered by a very light verdigris film. How are you storing your coins? It's also started to tone.
The obverse field disturbances and chatter on the shoulder bring the grade down. Still, it has nice eye appeal. MS-63

Thanks for all the comments. I have one in better shape, so I am going to work out the lighting issue, get full size pics and some closer shots of the rim. Let me know if you have any other uploading suggestions. @Badthar: I'm actually looking into storage options now. I got these from my neighbor who kept them in rolls. I've got some knock off Air Tight containers but I'm afraid the coins will bounce around too much. I'm kinda thinking about placing some paper tissue in there if I send any off to grade? Or cutting up some other packing materials to fit.

Send it off for grading? Unless it's a DDO or rpm, or some other variety or error, I don't recommend that. Regular Lincoln cents have to be MS68 or better to be worth the cost of slabbing and grading.
