A common cent that appears to have been subjected to a foreign substance to corrode the copper to make it look like that.
post mint damage or PMD.
Keep looking, real errors are still out there, and we have a few websites we recommend here on the CCF like error-ref.com, among others to show legitimate errors.

Much post-strike damage--likely of a corrosive nature. An accurate weight to two decimal places would be good to know.

You guys are probably right and that's the first thing I thought of, but Howard did the head get larger and those areas on the backside get raised if it was just corrosion?

My vote is for this being due to heat rather than corrosion, but regardless--the coin didn't leave the mint looking like this.
