Can anyone determine what the date of this cent is? It doesn't look like the last digit was removed post mint to me, but would that be possible? It has little "blobs" of metal (very technical term) all around and is weird. Thoughts on this poor coin

It's a minor Greaser. I'm thinking it's from 1991.

Yes a little bit of grease in the die prevented that last digit of the date from striking up properly. Could be a number 1 like @e&v suggests above.

Nice find, Gigi2!

E&V nailed it early on, it's from 1991. Because of the WAM reverse, that narrows it down to 90, 91 or 92. When you look at the neck, you can eliminate 92 because it looks totally different and then the final nail in the coffin, the subtle difference in the tie. They changed the tie from 90 to 91, the 91 has a flat outside edge that I have pointed to and the 90 has a little curve in it.
