I have this 2015 time.That is obviously an error Coin.
Or am I mistaken?
If anybody can help me identify this coin and what happened to I would greatly appreciate it.

First, welcome to CCF. Definitely this is mechanical damage--not a mint error. it could have spent some time in the gap between the spinning tub of a washing machine and the frame, but I think that it is impossible to know for sure.

Unless you can explain how this could happen during the striking of the coin, then it can't be an error.
It is just damage. How it occuured doesn't really matter, damage is damage.

Yes, post-strike damage--abraded coin; possibly intentional, but almost certainly mechanical in nature. What does the reverse look like?

Very nice image of this dime. However this one has suffered at the hands of a person with a sander or grinder and removed the obverse design elements on it.
