Cud reverse, yes. Obverse seems to show a glue-like (dried) residue. Suggest a soak in 100% acetone--might reduce or remove the crud.

Yes def not a lamination on the obv. Acetone seems like a good idea, but I wouldn't try anything else even if it doesn't come off.
