I agree with the above. @rub, there isn't really a MAD or off-center strike here but rather the tops of those letters have begun to merge with the rim due to circulation wear and original positioning perhaps from die wear.

Every 68 is like this. The master dies were wearing out. Take a look at the 69s and you'll see how much.
