Just wanted to make sure this unresolved question doesn't get lost. I emailed Dr. Wiles, but I haven't heard back yet. Perhaps Willburton will eventually appear and clarify for us. =)
Honestly, it's a little odd that no CPG index is posted online anywhere. Not the descriptive listings themselves, just the codes like 1942 5¢ FS-102. Otherwise, it seems hard to find the specific CPG edition where the coin is listed.

One thing I am unclear about: the Variety Vista article says FS-901, but I have been completely unable to find anything online about a CPG entry. Was that maybe just a copy/paste mistake when the article was written, or is there a really an entry for Cherrypicker Guide 1941 25¢ FS-901?
