I assume this is Die Deterioration? I can find examples of that, but is this so bad it creates the wavy, maybe bubbling type look in the fields?

Appears to be a Die Deterioration issue, yes. Full, large and sharp pics of the obverse and reverse could tell us more. Thanks.

Yes, extra metal on both sides of letters is an indication of DDD.

I'm creating confusion now. I see the Die Deterioration in america or states or around the building but is the waviness around united a sign of that too? the fs doesn't seem to push out in every direction. so that confuses me too

The shape of Die Deterioration has much to do with metal flow and stress. If you compare the word United to a proof nickel, for example, you will see that the N letter cavity is collapsing, making the letter withered and much thinner. The melted butter underneath is the die face spreading away from the cavity edge under prolonged stress. Typically radial flow happens towards the rim or towards huge devices like the bust or building. The FS initials are short and fat. You can see that the details have melted away. But the die face around FS is also getting pulled towards the bust and the rim. You can see the letters touching the bust, and starting to stretch towards the rim.

You can imagine Die Deterioration features as a map of the stress history on a die, including the direction of pull. Sort of like iron filings lining up over a magnet reveal the invisible magnetic field.
