No double strike to my eyes, as that would be a coin that is already struck going through the dies again and being struck again, whether centered or off-centered. Your 1990-P dime has die wear or Die Deterioration after the dies struck many coins, where the dies wear down until they get replaced.

Yes - definitely a 1990 Roosevelt dime! Your pics are too blurry to tell anything - but if you see doubling it's most likely from a Worn die. Looks like Die Deterioration!
