First of all,  Secondly that is a fantastic find and a very nice looking coin to boot! That being said, I would send it to PCGS over the other TPG's, just because it's worth will be more through them, regardless of what you do with the coin. Make sure you tell them you want the Variety attributed or they will not. I have found one of these in the last eight years of searching well over a million cents now. NICE!

What does Variety Attributed mean?
Is there a difference between NGC & PCGS grading?
Never had a coin Graded before.
In your opinion from what you see what is the value range on this coin?

A variety is a distinct and repeatable variation in the design or striking die of a coin. A doubled die, a different rare mint mark, a rare obverse or reverse design, a repunched mint mark are all examples of die varieties. Some can be quite valuable. In your case, a 1988 cent with the Flared FG of 1989 is a rare variety. 1988 Flared FG is specifically a transitional variety, where the obverse or reverse die of a different year with a different design is accidentally (or intentionally) used in the wrong year. The Close AM and Wide AM varieties are other good examples of a transitional variety. If you chose to grade the coin with a service, keep in mind that their membership fees are large. Another option is to submit through a certified coin dealer with a business membership to PCGS or NGC.

Did you find this coin roll hunting? If so, outstanding find. Like Makecents I've search 1mm(+) cents and the 88/89 reverse mule is a top 10 must have.
