I'm not sure how many die hards there were in 1995, less than 10 years in to the series.
Probably many people figured they'd get through the national silver stockpile they were trying to unload and then end the program. But 1995 I would say may have been a turning point.
Remember it wasn't even a sell out, 45,000 I believe was the limit.
(Man what if they discovered 15,000 in a government vault!).
And remember, not everyone even opted for this set! Many 4 coin 1995 sets exist. The gold collectors, from what I've read, looked down on the silver eagles. Plus if they had prior years 4 coin gold eagle sets, they wanted them to stay the same, they didn't want the oddball set with the
ASE.
There are many that bought the 5 coin and sold the
ASE to help pay for their gold. I want to say initially the 95W could be sold for about $500 out of the set back in 1995-96
