Steplike doubling that serves to reduce the width of a design element (in this case the mintmark) is going to be Machine Doubling every time.

Note how the primary D has been reduced, another sign of Machine Doubling.

Agree--looks to be a matter of Machine Doubling.

I found something similar in a BU roll. There were several 1981 D's that I originally thought were mechanically doubled MM's based on the shelving. But then realized Mechanical Doubling is a one off event and there shouldn't be several exactly the same mechanically doubled MM's in a roll. Is there something I'm missing? Thoughts?

MD can affect more than one coin and is not a one off. event.
It is caused by a loose collar or other loose machine part
and until it is tightened, all strikes will show some MD.
Also if you look closely at your two photos, they are
not exactly the same, There is a slight difference

I agree, MD, a more appropriate term with this type of MD when there is nothing else involved is "isolated MD".

Thanks! I've got a more clear understanding of MD. MD'ed coins struck with the same loose collar can be similar but cannot exactly the same.
