These don't appear to be any sort of Zinc Blisters, and judging from the amount of Die scratches, I'm inclined to think this coin was struck through debris of some sort. That said, I personally would not send the coin to a TPG, because this is pretty much a face value coin.

It's a 1982 first-generation zincoln. They had all sorts of issues with these earliest examples, with the copper plating blistering, peeling and flaking. After some experimenting, they found that alloying a tiny amount of copper to the pure zinc helped clear things up and made the plating stick much better.
Despite being caused by a deficient manufacturing process, they are not considered "mint errors" (since it was deliberate, and they all have the underlying issue) and add no value. Indeed, finding a 1982 coin still in pristine condition that hasn't warped, wrinkled or bubbled up would be the coin that commanded a premium.

@lena, you can usually depress zinc blisters with the tip of a wooden toothpick, but that is not the case for zinc dust trapped under the copper plating.

If it's not too late, knowing an accurate weight to two decimal places would be good to know.

The early plated zinc cents weren't cleaned properly before plating causing debris to be plated over.
