Bought on ebay advertised as FS-102. I have my doubts on this one, the doubling seems soft. But then again, the doubling also seems mostly soft on Variety Vista 1976-D 25˘ FS-102 and Wexler 1976-D 25˘ WDDO-002. I checked PCGS, but I can't conclusively say that any of the four quarters in the PCGS 1976-D 25˘ FS-102 Image Catalog are a 100% lock for FS-102. It's a really frustrating variety. Wexler lists two markers with no pictures, and again, I can't say that any of the four PCGS plate coins have those markers.

Looks good to me. I matched some flow lines up and the mm location looks good. My only question, how did this garner an FS#?

I have had the inkling that—much like the FS-101 business strike 1976-S Kennedy half DDO—the bicentennial series popularity made them more attractive to include. There are also strong and popular varieties where I am just befuddled that they were excluded from the CPG.

I decided quite a while back that the "powers that be", those who actually decide what coins make the cut, may have had a larger than average number of these coins, or know someone that did.

This is what I have problems identifying on the "sliver" coins. I'm always double guessing and thinking its just worn dies creating the illusion of doubling through streching? or what ever causes that mirror "ghosting" around the letters and dates or if its MDD. if its soft doubling, I may have passed many up...

It can be really hard to confirm the minor doubled dies on 40% silver coins. Many times the markers are required for confirmation.
You probably haven't passed up that many varieties, as long as you know which ones are listed for that coin prior to searching. The odds of finding new varieties on older denominations is much smaller than for new coins, although it is still certainly possible.
