No. It's a low-value token of some kind. There were California fractional gold coins made in 1853 but they don't look like this.

OK, just found it very similar to 1853 Indian #2 listed here http://calgoldcoin.com/oldhtml/wreath5.htm . It was next to a 1927 gold $20 and an 1882 gold $10. I haven't tested this for gold because it is so tiny. So should I have it tested for gold?

Yes this is always good practice (although obviously should be non-destructive testing). I'm a little concerned about what looks like lighter metal peeking out in the more worn spots though.

I suspect it is base metal of some kind with a gold plate. It appears to be a token and not an actual Cal. pioneer fractional.
