This looks to be solder on a coin. Nothing like this can be made in the minting process. Also might be some sulver paint as well.

Yes, post-strike damage. Perhaps the coin came into contact with paint (or some other 'colored' liquid) which eventually dried, leaving behind a 'film' of pigment/crud. Looks like there's significant build-up on the reverse. For fun (and learning), it might be cool to give the coin a long soak in 100% acetone--might reduce or nearly eliminate the crud.

The weight of this coin I would think it to be heavy especially if it is solder. That was my first thought.
