It's most likely a Die Chip under the mint mark.

My first impression is that it's a die chip. However, given how the center of the D appears scraped flat and lower than the two points, I would carefully inspect that feature from the side. It might be folded over metal from a wrapping machine scrape.

My vote is for it being a die chip plus a broken post (causing the center of the letter D to be filled in). Makes sense that these might occur in conjunction with each other.
