It is copper not all rust , it didn't translate well into the picture

I can still see the normal color, so it's just environmental damage/toning. Not an error coin. If it was truly missing the clad layer, it would be all of the same coppery color. It would also weight a lot less than normal too, if it was truly missing the clad layer. It is known as environmental toning. It is considered damage on a coin.

One of the best tools for a coin/error collector is a scale that reads out to the hundredths of a gram..( 0.00 ). Had/if your coin was missing the clad layer on both sides a good scale would have given you your answer.....  to CCF....keep looking and keep asking....good luck on future finds, have fun...

It doesn't translate well with the camera on my phone then optimized but when it's in your hand you know it's copper
