It is copper not all rust , it didn't translate well into the picture

I can still see the normal color, so it's just environmental damage/toning. Not an error coin. If it was truly missing the clad layer, it would be all of the same coppery color. It would also weight a lot less than normal too, if it was truly missing the clad layer. It is known as environmental toning.
It is considered damage on a coin.

An accurate weight--to two decimal places--would tell us much.

One of the best tools for a coin/error collector is a scale that reads out to the hundredths of a gram..( 0.00 ). Had/if your coin was missing the clad layer on both sides a good scale would have given you your answer.....

It doesn't translate well with the camera on my phone then optimized but when it's in your hand you know it's copper
