I had these coin for many years , I found it searching new rolls I don't remember if they were from the bank or I purchased them directly from the mint ( I used to do that) the weight is 2.5 gr same as the 1960 so it isn't missing the platting , it does stands out of other pennies .

@uru, this 1994 Cent looks pretty normal to me. Any odd surface coloration might be due to chemical or environmental exposure. Around the letters in the word STATES, it seems like there might be some split plate doubling.

Spence , I agree with you that it looks pretty normal , I can't reproduce the color I see on it with pictures , but I've never seen one that's looking like it missing the copper finish , the weight says that it's normal except for the color

I don't think comparing a full copper cent with a copper plated one is a great comparison.
the color of the '94 looks normal to many of the zinc cents I have in my collection.

Dearborn thanks , I agree with , I didn't think that way , I'll have to find another 1994 and put it side by side .

Looks normal to me. Try getting another 1994 and compare it side by side.

I have come across some oddly colored zincolns before so I don't think the 94 is too unusual.

The 60D doesn't look underweight so this must be a typo?

You know I have and never put much thought into it, but maybe it was part of a batch of blanks that went into the copper plating tank (bath) towards the end of the chemicals life cycle ....
