The holder for this coin has some cosmetic damage and I am worried that there is active degradation and/or PVC on the obverse. The spots appear black straight on but take on a greenish color at certain angles. The first, second, and fourth images are the spotting as seen today. The third image is the same area as it was photographed by NGC in the slab after grading

Wish I had a better to CCF for you, but this looks and sounds like corrosion to me. Lets hold out and see what others think.

For these cameo coins I just take them outside during the day and get a bit of a shadow over them to highlight the contrast.
