Please crop your pictures - it makes the quarter larger and easier to see the details on it. With that said - it looks to be in great condition for a 1965 - but the color is most likely just some kind of toning.
From 1965-1967 the mint did place a mint mark on circulating coins. Prior to 1965, the mint mark for quarters was on the reverse below the eagle and beginning in 1968, to the right of Washington's portrait.
