That looks like some kind of resonus compound that should come off with a good long soak in some pure acetone

It's not an error. It's some kind of gunk, maybe dried glue. It should come off with an acetone soak.

Agree--looks to be 'dried' crud. For fun, give the coin a long soak in 100% acetone.
