IMO, the o mints are often weakly struck. The grade should be judged based on luster, which I can't really see much of. It could be AU, or XF depending.

I think it makes AU-50 pretty easily. If there is significant luster remaining it might go a notch higher. Bryan10au, this coin has a much better original "look" than the 1923-S Peace dollar you posted. It's a keeper!
