I know it's not a hair, but it sure does look like one. Bristle from a brush or something? It starts from the edge and disappears into the building then comes back out on the steps. Gets smaller towards the end just as a hair would. This is IN the coin, you would be horrified to know all the attempts I made to make sure that it really was embedded in the coin. Including my taking finger nail and trying to scratch it off, with my glove on of course. I have stared and stared and rubbed and stared. It is embedded in the penny and the section near the edge seems coated with metal wear as the part on the stairs seems more embedded with a gray metal color, all of course is impossible to get the detail needed to see this

Had to edit, forgot spell check and picture!

What could it be?

Looks like a standard die crack. It's quite common and can sometimes look like a copper colored hair

OK, OK, enough with the jokes. So the whole thing doesn't have to be sticking out for it to be a die crack? The part on the steps doesn't and the way it curved ,kind of like a J, (can't get that part to show up)made me think otherwise. This causes them to chip as well? I noticed it didn't show before.
