It looks like a die gouge to me, but that dent in the 9 may also have displaced some metal.

To the SSEast of the loop of the 9 isn't a gouge but raised like a small break. I don't see any evidence of the surface being penetrated anywhere around the area in question.

The dent in the 9 seems to be way too small also to have displaced that amount of metal

Could be a die chip or die abraidment. Either way it is not a doubled die. If it were a doubled die the other date devices in the date would have been doubled as well.

The hubbings formed the extra devices in an equal amount because of the over lapping hubbings. This is not present on your coin.
