I would like to get everyone's input on what may be can be done to remove the paint and what grade you think this abused coin deserves!

Well, nothing to lose with the wipe marks on it. I used Crown Handi-Strip that I bought from Lowes to take lacquer off a Morgan and it worked great without harming the coin. I would try this semi-paste sripper on a 1910 penny first before the grand finale. I haven't had cause to use it on a cent. Give me 20 minutes and I'll sacrifice a 1910 for a test. nlp

Based on the hairlines on the obverse it appears someone else may have tried to remove the paint as well.

The coin is 101 years old. There's no telling when it got paint on it or when someone tried to clean it. Hope you got it at a good price.

Holy hairlines Batman!
Always start by following the polarity ladder, soak in the following in order:
1) deionized water 2) acetone 3) xylene
Only try other methods when this fails.

I got my acetone from Walmart. Can I get deionized water and xylene at Walmart? If not where can I get those items?

I don't know about Walmart for the xylene, but you can buy it at most any hardware store. Distilled water you can buy anywhere.
