Not sure, I'd say lamination, but this looks a lot more damaged so,
I cast my vote for:
A Split Planchet.

Maybe a mint worker was chewing on a toothpick and laid it down on the planchet.

At first I thought it was two coins that must have been hanging around together for 66 years. Then I saw the singular title.  Oh, well. It's still cool looking.
