Let me give a stab at grade too. MS-63 RD? I'm new at the MS grading but here are my thoughts. Weak strike and the couple nicks on Lincoln hold this back from MS-64.
Shaft...yea, they made soooooo many cents in 82 the dies were tired and mushy. In 1982 there was over 16 billion produced! You really notice it when you search rolls. There's ALWAYS 82's in every roll.
Last year a friend of mine let me go through his deceased fathers 1/2 gallon whiskey bottles. These bottles contained all memorial cents from 60's - early 80's. He didn't spend the shiney cents that he got in change. They all went into the jugs. There was one jug with nothing but early 80's and most looked as if they came straight from the mint. From what I remember most wouldn't grade very high because of mushy strikes.
