Bottom line: sender and receiver get to decide whether it's "payment" or "gift". After all, Paypal's own web site presents the free gift option by honour system.

Am I stealing by donating only $5 to the charity car wash, when other car washes cost $10 or other donors pay $10? The charity has every right to set their terms.

No. If using your PP balance, there are no fees. It is the same as a bank account withdrawal.

Many times I've purchased coins and used my PP balance. The amount is deposited into the seller's PP balance with no fees on either end. Again, I use "Personal" and "Payment Owed". Never a problem and I've done it dozens of times this year, but that could change.

Maybe next week PP will send me the same message that they've sent to hundreds of people that I'm abusing the system. I do make sure PP gets portion of my business in fees that I'd guess is 2%.
