here is the reverse,,the area on the chin appears raised,,

It would probably be a good idea to post something about why you went to the trouble to image this coin and post it here. Just a couple of images does not a post make.

The point was - at least ask a question about what you have. Just the images alone leaves too much to interpretation and guessing.

I suppose your correct,,I should provide a question,,the area on the chin and the L shape on the 4 are in question,,the surface is not damaged post mint that I can tell,,any comments or replies,,thanks

Due to the coloring of the raised areas on the coin
you may want to try and see if you can remove some of those spots.
They appear to be some sort of debris and will most likely come off
of the coins surface. Try a little lighter fluid and a cotton swab
first and see what happens. Then if a change in color of the area
try to pick at it some with a sewing needle.

I tried all the above before posting,,its like slag,,maybe it could be solder?The acid from flux would explain the rust,,or whatever it is,,Maybe?

Solder would make sense with the reddish color.
Do you have one of those jewelers soldering irons ?
Or one with a very narrow/pointed electrode ?
Give it a little heat.
