Looks like a die chip forming on the E in LIBERTY. Die Deterioration show on the devices that flow toward the rim in that direction. The left side of the devices looks like it has some Machine Doubling?

Whatever you are using to take the images probably has a setting that will increase your resolution - that's why they are so grainy. The digital part of the image is overcompensating for lack of resolution.
