No, that is not a small date in my opinion. The 9 looks like a regular date and the liberty appears too well struck to be a small date

Here are some photos of a genuine small date found in roll searching, not the greatest condition but good for comparisions.

NOte the weak liberty and the perfectly flat top across the date, and the soft end of the 9 that seems to point to the 7.

Original coin in the thread is large date. The second coin is small date.

Pretty much just what the others have said.

I always go by the nine. The hook shaped 9 is nice and clear on the second photo not so on the first. Nice coin nybird!
