I don't see why it wouldn't cross. Let it go at any grade though (just don't allow for a Genuine holder so you don't lose the ANACS holder in case PCGS doesn't like something about it).

It looks like an excellent coin for the grade! So many of these, particularly rare dates, have problems. I've always wanted one.

It should cross. If you won't accept a downgrade to EF-40 make sure to specify a minimum grade of EF-45. ANACS is supposedly pretty strict today so these recent yellow-label holders should have conservative grades.

I wouldn't mind having an 1854-O three-dollar piece, myself!
