Can anyone tell me anything about this odd mish-mash? It seems to be silver (see edge pic). It sounds like silver, too. Did someone did or was it issued this way? If the latter, any idea how many there are and what it might be worth? Thanks.

Looks like a 40% silver IKE that was struck or punched with a die in the center of the reverse to commemorate the 250 th birthday of Washington and his home Mt Vernon? Was a nice coin, now it's an altered oddity.
None were issued like this, from the US mint, that's for sure.
It is basically counter stamped.
Really it makes little sense to me, what significance is there for an Ike dollar to relate to George Washington?
Just a curiosity piece now. Maybe with silver as high as it is it might be the best time to sell as a bullion silver coin.
That is, unless you like the coin. Which you are certainly entitled to whether anyone else does or not.

Just guessing on my part

Was not made at the mint

It looks a 1976 S Ike that had the reverse of a 1982 George Washington half dollar
pressed into it.

After I posted .. I see wheezydog had posted before me .. then went and looked at the reverse of the washington half .. not the same

So I will agree with Wheezydog ..someone hit this with something
after it left the mint.

Just Strange. ....but it's silver so still worth more than a regular IKE. Actually impressed by the amount of force required to completely obliterate the original design....but the why still has me puzzled.

I don't know if it's just the light, but look at the bottom of the you in United States. It's looks doubled.

The eyes appear to be bulging/distorted because of the counterstrike of the REV.
You can see where the OBV is effected from the counterstrike of the REV. Would be neat to find out how many
of the counterstrike exist. It seems like a lot of work went into making the counterstrike.

I am not sure if I like it. But I would not throw it back, since I keep all Eisenhower dollars.
