The first coins off a new die are often identifiable. There are small flaws in the die that are very quickly worn off.
Of course this has no bearing on the designated silver eagles. There is really no evidence that these have been sold for a premium. I think of the designation as being like the "New and Improved" you'll see on products like shampoo. It usually just means more water or hot air have been added.
