It's a 1917. The shield rivets are too bold to be a 1916. The panels under IN GOD WE TRUST are also clearly defined, which is another characteristic of a 1917.

Johnny54321 is really good at cherrypicking dateless 1916 SLQ's. He has a thread somewhere on here showing comparison pictures of the differences between a 16 and a 17. I'll see if I can find it and provide a link.

Johnny is the real expert but the round look of the drapery at her right foot would be a 1917. Head also goes higher on a 1916.
