It's a 28-S. But there will be a return. Doesn't matter if the seller states "No Returns", if the item is not as described, ebay will side with the buyer and refund from the seller's account if they take it to a claim. I've returned several items against a seller's "No Return" policy when I get a circulated and cleaned coin listed as UNC. I only had to file with ebay once. Most times I let the seller know and they tell me to return it. But always get delivery confirmation.

Just a case where people buy a price guide (pronounced Price God) and don't bother to read anything that doesn't have a $ sign next to it. Even with the 28 covered, it is obviously not a 23, because the date is recessed.

I asked the seller if there was any reason his 23s quarter was the only one in existence to have a rounded top on the 3 and the date recessed.

I sent him a message too as he tried to explain why the people questioning it were wrong...I think the seller may be as vision impaired as the buyers.

Well, I gotta change my mind now. The seller has been in touch and truly did not know much about coins.I offered to help and the seller accepted. That's a first for me.
