Got this one in change and it jumped out at me as looking "wrong" before I put it under the loop. Strike is weak and mushy on both faces and there appears to be a collar clash on the obverse.
The reverse, however, looks really odd to me. I've seen Machine Doubling a few times, but it didn't look quite like this. The fields look damaged and rough and the devices all look really flat. All off the lettering looks like it's been etched on. Is this some type of PMD or just a case of MD I haven't seen before?
It appreas that some heavy polishing on the reverse has taken place. How many light sources are you using? Than can give an extra outline on the bottom of the devices?
Just one light source - incandescent 60W bulb in a desk lamp. It's definitely not a lighting artifact though, I can see it naked eye and from different angles. Can badly worn dies cause such an effect like this?
The reverse face shows a serious case of Die Deterioration. Nickels and quarters from 1983 are notorious for severe Die Deterioration. For some reason Mint personnel were failing to replace worn dies in a timely manner.
