Looks like a G6 but could we be looking at a die adjustment strike?

On the reverse, US of A looks like a weaker strike that ONE CENT. Is this important?

I'm going to put my own grading guide for collectors up on my website. I don't like any of the guides that are out there. My goal is to use the 1909VDB and 1916P coins from Poor to MS. In these years the obverse master hubs were new so it removes the odd look can get due to worn hubs/dies as much as possible.
On another note, I'm looking for Poor and Fair grade coins in these years. If anyone has them, please contact me.

This coin was sent to me by a member of another forum. I was hoping it would be FR, but it turned out to be G. I just want to gather others opinions to substantiate my grade. There will be more coming in the future.
