I can tell you what it's not: it's not a modern Israeli coin, and it's not an ancient Judaean coin.
Unfortunately, I have no idea what it actually is. It appears to have been made by taking a washer - or perhaps one of those holed Palestine Mandate coins - and quartering it. Best guess: some kind of kibbutz token.
