This is seen a lot on zincolns. It is a form of Die Deterioration.

I have a 1916 Quarter that has the same thing going on with. I always wondered what the cause was.

I got all excited the first time I found one of these. Now I see 4 or 5 sometimes more with every roll I do.

Now if the "VDB" initials were missing on this 1989 penny, that would be a find. I have a couple of those I found in change over the years, and one that is certified.
