1947 Doubled Die Obverse / DDO Jefferson Please?

It is pretty worn so hard for me to tell on all the lettering. the only thing I can clearly see is on the "T", "S" and maybe "Y" on the obverse. some other letters maybe, but too worn to fully tell. any ideas, could this be doubling or just bag marks?
