The original pics screamed proof to me. I'm still leaning that way after seeing your pics. However, I'm not qualified to give you an answer one way or another. Hopefully someone else with more experience with the series will chime in.

I realize this coin is rare, but that defective area on the neck would be a deal-killer.

I would say this is where the TPG earns their pay, which means it will come back "no decision."

Fredd, what do you mean a no-decision? They wouldn't be abe to make a judgment and simply ship it back to me?

Recently, a ccf member sent in a 1977 (IIRC) half to see if they could confirm or deny that it was on a 40% silver blank. They sent it back no decision.

If you read the T&Cs, ANACS specifically says that they don't do off metal coins, so about the silver half, they might be out of luck if NGC and PCGS say the same.
