Found this today. It would seem to be a DDR. It's wierd how there's doubling all around the shield and eagle which all go towards the inside rather than to one side. Anyone want to guess the date for fun....

The movement of the dies can be in multiple directions and can be different from strike to strike:

Machine Doubling does always move in one direction in a single strike. This is NOT Machine Doubling.

It's Die Deterioration Doubling. Same effect as Longacre doubling and the doubling commonly seen on nickels.
