The fact that the image of Kennedy's profile is visible on the copper layer is a good sign, but well above my pay grade to weigh in definitively.

It will be good to get Mike Diamond's opinion on this, but it sure looks like a massive delam/split planchet to me.

Half of the obverse clad layer separated and broke off after the strike. You're looking at the 80% copper / 20% silver core.
Error coin writer and researcher.

This also peeled off after the strike. If it were pre-strike, then the devices on the non peeled area would be strong:

Because if it a ghost image, it peel off after the strike:
