This is a much harder to find and much more expensive coin in certain grades compared to it's sister the 1931-s.

Shooting through all the scratches on the slab proved as equally hard.

How do you think NGC graded this jewel?

P.S. Is this a RPM?

I'll be the first to bite. Looks like it could be a MS64RD.
It appears it could be a RPMM.

The 1931D, as far as I'm concerned is just as hard to find in nice condition as the '31S, and, it only has a mintage of a bit over 4 million.

I would also say MS64RB.

Here's the thing, you said there are many scratches on the holder so I don't know.

The obverse looks alright but does have a few carbon spots, but the reverse is downright beat up (at least for an MS coin). Maybe it's the holder, but am I the only one that sees this.

The word "ONE" looks like it has about 15 small hits all by itself. There is also a moderate/bad hit on the left wheat ears, once again, unless that's the holder. This coin is MS-62RB tops.....given the poster's optimism I'm guessing it graded higher. So all I will say is either the holder makes this coin look bad or this one was woefully over-graded.

VERY NICE! One the most under-appreciated coins in the series in mint state.

Good guesses by everyone, this coin cost twice as much as my '31-s.

They are much, much harder to find with any red than a 31S.

NICE COIN!
