It is believed that some 1917 matte proofs were
struck illegally. At least one is known to exist. In 1909 two different types of matte proof were minted,
one bearing the initials V.D.B. and one without. The 1909 V.D.B. matte proof seems to be the rarest
and most valuable matte proof Lincoln Cent

None are "known" to exist. One was believed to exist and it was never proven. According to mint records none were made, and none have been confirmed. As far as I'm concerned - they do not exist.

It is just a regular cleaned and polished VFish 1917D, matte proofs are not glossy(hence the term "matte").

The rims on the matte proof coins are sharp. The normal cents are flatter/wider.
