Type of 1916 dimes are very tricky to grade because the wear pattern on the obverse is totally different from later dates.

I'd call it F12.

I made a picture a while back from auction images to compare the wear patterns of type of 1916 dimes vs the rest of the series (both are NGC F12).

1916-Merc

I guess the obverse is closer to VG and the reverse is closer to F.

Though there are plenty of MS+ 1916 Mercury dimes around to be had (for a price,) I tend to like ANY 1916 P-D-S with complete rims on the obv & rev. I'll skip the grading, but I like the coin!
