The first one looks EF-40, second VF-20

'I'm no expert but' , I think a VF and a F. Maybe I'm too tuff on grades.

Going by the pic's
1939 VF+ some wear on the reverse,too many rim dings and marks on the obverse to make EF

1945 aVF Fair bit of wear on the high points and the detail in the unicorns tail is nearly gone.

Both have been cleaned at one stage, the 39 seems to be re toning and the 45 looks like it has been dipped at some stage.
It may just be the photo's but if these were listed on ebay that is how I would grade them.

39 = VF 30 harshly cleaned
45 F15 harshly cleaned.
BUT, I have a reservation.....
And..... I make an assumption here..
when I first used my Canon (is there anything else?) G10 to image coins I had a setting issue which produced exactly the same results.....
type of lighting and distance, type of lens,,, macro etc.. and, most important, the White Balance setting
But if you know what you are doing..
above are my grades

Don't see how they are being called harshly cleaned or dipped. Look normal to me. VF and F.

coins that crisp and void of dirt and grime should have some luster.

cleaning/dipping often leads to a dull matte finish like shown in the photos.
