It could be just that the area you live in, didn't get many of them from the Federal Reserve. And since you are in Canada, I doubt you will find many, in circulation. I've been saving the good specimens of the 2009s that I find and that one (it's called Lincoln's "Professional Life") is the one I find the 2nd fewest of. Now, as has been said above, that doesn't make them rare. Yours looks to be in fairly good shape... hard to tell the color/grade from the pic but I don't see any pitting or corrosion.
